It's a question that usually can't be answered back to, a good example being any time you see a question being asked in a news article.

A rhetorical question is a question that you ask and you don't expect an answer. For example if your in an argument with your best friend who is lying to your face you may ask "Do I look stupid to you?" which is a question you aren't looking for an answer.
